Board of Governors
The San Diego Foundation's Board of Governors is composed of 30 volunteers with
diverse professional backgrounds who are involved in many community
and charitable activities. The Board oversees The Foundation in establishing
policy, setting priorities, and making final decisions to approve
awards and grants.

John (Jack) C. Raymond, CHAIR
Chairman and CEO, The Raymond Companies
With over 30 years in real property development, investment and management, Jack lends his expertise to his role as chair of The Foundation’s Board of Governors. He is also the immediate past chair of the North Inland Civic Alliance, the San Diego Charitable Real Estate Foundation (CREF), and was the founding chair of the Escondido Charitable Foundation. His regional involvement includes past chair of the San Diego Regional Economic Development Corporation, LEAD San Diego, and the University Council for California State University San Marcos. Other board service includes the Mingei International Museum and the Escondido Education Foundation. Recently honored as San Diego Corporate Director of the Year for Nonprofits, Escondido Business Leader of the Year, and Escondido Volunteer of the Year, his diverse leadership posts have included past chair of the California Center for the Arts, Escondido Elementary School Board of Education, and the Escondido Chamber of Commerce, among others. A retired officer in the US Army Reserve, Jack is a graduate of Cornell University.

Gerald (Jerry) E. Hoffmeister, VICE CHAIR
Community Leader
After managing and expanding several global technology companies serving the energy industries worldwide until his retirement in 1997, Jerry currently provides strategic support and mentoring to early stage technology companies and community nonprofit organizations. His dedication and active leadership at The Foundation includes his new role as vice chair, as well as service on the Board Governance Committee, Organizational Success Program Working Group, chair of the Science and Technology Working Group, and vice chair of the North County Coastal Civic Alliance. He is president of the Board of Trustees of EJE Elementary Academy and chairman of the Board of Project Walk. Jerry earned his bachelor’s degree from Valparaiso University.

Jennifer Adams-Brooks, SECRETARY
President, Clark Consultants
With over 20 years of experience in corporate communications, public affairs, training, legislative activities and strategic planning, Jennifer brings quality leadership and organization to The Foundation, in her new role as secretary. She is vice chair of the Civil Society Working Group and serves on the Board Governance and on the Public Policy Committee, with past service on the Community Partnerships committee. She was appointed to the San Diego Housing Commission in 2002 and is currently president of Clark Consultants, a firm she established in 2000 that specializes in human resource consulting and executive coaching. Former posts include chief of staff for members of the State Assembly and City Council, and interim executive director for the Southeast Economic Development Corporation. She serves on several local boards including the UCSD Board of Overseers and the Springall Academy. She earned a bachelor’s degree in communications and urban planning from UCSD.

Raymond (Ray) V. Thomas, TREASURER
Community Leader
Ray brings to The Foundation over 34 years of financial management experience in the computer technology and software industry. He retired in 2000 after five years as chief financial officer of HNC Software, Inc., previously serving in senior financial management positions at several other high technology companies. His extensive background ensures quality fiscal management at The Foundation where Ray currently chairs the Finance Committee and also serves on the Compensation and Benefits, Executive, North County Civic Alliance and Scholarship Selection committees. In the community, he has served on the boards of several information technology companies. Thomas holds a bachelor’s degree from Purdue University and attended the Wharton School of Business at the University of Pennsylvania.

Bruce G. Blakley, CPA - IMMEDIATE PAST CHAIR
Retired Partner, PricewaterhouseCoopers, L.L.P.
With a strong sense of civic pride and community service, and over 30 years in business as a CPA with PricewaterhouseCoopers, Bruce brought inspiration and expertise to his role as chair of The Foundation’s Board of Governors, which he held from 2005-2007. He was recently named the 2007 “Director of the Year – Non-Profit” by the Corporate Directors Forum for his work at the Foundation. He has also served on the Audit, Executive, and Compensation and Benefits committees. He previously served as a board member of the San Diego Venture Group, LEAD San Diego, The Japan Society of San Diego and Tijuana, and the Mission Valley YMCA. Bruce holds a bachelor’s degree from Bowling Green State University and has completed graduate work in finance at SDSU. He is a LEAD San Diego graduate, former Navy officer, and member of the San Diego Rotary Club.

David Bejarano
Co-owner/President of Presidential Security Service
David joins the Foundation with over 25years of experience with the San Diego Police Department, including service as the first Hispanic Chief of Police from 1999-2003. During his service, he implemented the Neighborhood Policing Restructuring Project and established a Binational Task Force. David was formally recognized at federal and local levels for his efforts in reducing border violence and forging international law enforcement partnerships, and is the former Presidential Appointee U.S. Marshall for the Southern District of California. He holds a BA in Business Administration and is a 1997 graduate of the FBI National Academy, and a 1998 graduate of the FBI Southwest Command College. His community board service includes Casa Familiar, The Children's Initiative, the Family Literacy Foundation, and board of director of the San Diego County Hispanic Chamber of Commerce.

Darcy C. Bingham
Community Leader
A self-described “philanthropreneur,” Darcy believes in contributing to the community as an entrepreneur through active philanthropic involvement. A vocal catalyst for positive change, she is co-founder of San Diego Social Venture Partners and SVP International, a founding member of The San Diego Women’s Foundation, board member of UCSD Foundation, and chair of the UCSD Undergraduate Scholarship Council. A member of The Foundation’s board since 2000, she chairs the North County Coastal Civic Alliance. Darcy’s career in university administration concluded at UCSD, where she was director of operations, associate director of recreation, past president of the UCSD Staff Association, and had served at UC Regent meetings as chair of the UC System-wide Staff Council. She has a BA and BS from Arizona State University and did her graduate work at San Diego State University.

John Cambon, Ph.D.
Principal, Regent Partners, LLC
John brings to the Foundation and to the Investment Committee over 30 years of experience in the management and financing of early stage companies, corporate planning and investment management. He is a principal with Regent Partners, LLC, a private financial group that provides financial services and bridges financing to emerging growth companies. Prior to Regent Partners, John was a partner at Commercial Bridge Capital, LLC, a bridge lending fund. He has served as CEO and director of Genetic BioSystems, Inc.; president and director of AMBIS, Inc.; and CEO and director of Digivision, Inc. John is former president of the UCSD Alumni Association, and is vice chair of the UCSD Foundation Board as well as chairman of the Investment Committee. In addition, John served as a consultant to the Investment Advisory Committee to the Regents of the University of California. John holds a BA in Economics from the University of California, Irvine, and a PhD in Economics from the University of California, San Diego.

Ted Chan, M.D.
Medical Director, Emergency Department
UCSD-Hillcrest Medical Center & Thornton Hospital, La Jolla
With an active interest in health policy initiatives throughout San Diego, Ted joins the Foundation after spearheading the After-the-Fire effort in 2003, where he chaired the San Diego Regional Disaster Fund. Ted is currently medical director of the Emergency Departments at both UCSD-Hillcrest Medical Center and the Thornton Hospital in La Jolla. Ted worked in Washington, DC in the Office of the Assistant Surgeon General, and in the capitol at the California State Senate. He serves as medical director for the Metropolitan Medical Strike Team for San Diego County. Ted is editor of the cardiology section of the Journal of Emergency Medicine, and has authored and edited three textbooks.

Roger Cornell, M.D.
Senior Consultant, Department of Dermatology, Scripps Clinic
Roger is a practicing dermatologist with a passion for arts and culture. A graduate of Stanford University Medical School, he served in the Air Force before completing residencies in internal medicine and dermatology at UCSD. He joined Scripps Clinic in 1973 and is a clinical professor at UCSD. Recipient of many awards, he has authored over 80 publications and chapters. He has served as vice president for Quality Assurance and Academic Affairs at Scripps Clinic. Roger volunteered at the UCSD Owen Clinic early in the AIDS crises, and has worked at the Logan Heights Family Health Center, for which he twice received the “Spirit of the Barrio” award. He has also served on the boards of Alliance Healthcare Foundation, Scripps Health Foundation, Mingei Museum, UCSD Art Gallery, and the San Diego Performing Arts League. A member of the San Diego Arts and Culture Commission for eight years, he is chair of The Foundation’s Arts & Culture Working Group and serves on the Community Partnerships Committee.

Sandra Daley, M.D.

Associate Chancellor / Chief Diversity Officer, UC San Diego
Bringing to The Foundation a sense of responsibility to improve the world around her, Daley has served in many capacities. A physician trained at UCSD, Daley has worked with patients,
students and programs to eliminate disparities in health status nationwide. Dr. Daley is a recipient of numerous honors, including the Kellogg Foundation National Leadership
Fellowship, California Women in Government Award, and LEAD San Diego’s Distinguished Service Award. |

Nora M. Faine, M.D., M.P.H.
Vice President and Chief Medical Officer, Sharp Health Plan
As former medical and executive director of the Comprehensive Health Center and current vice president and chief medical officer of Sharp Health Plan, Nora brings superior leadership and medical expertise to The Foundation’s Health & Human Services Working Group, which she chaired for three years. Children and families in the community have been empowered through her advocacy as a San Diego County First 5 Commissioner, and she has been recognized for her commitment to public health by numerous community service organizations including Women Helping Women, the San Diego HIV Consumer Council, Soroptimist International organizations, Palavra Tree, Inc., and the San Diego Black Nurses Association. Nora earned a BS from USF, a master’s in public health from San Diego State University, and a doctorate in medicine from Meharry Medical College.

Jane Trevor Fetter
Community Leader
A volunteer in the San Diego community for over 45 years, Jane has been active with The Foundation’s Scholarship Committee since 2002 and served as chair of our 30th Anniversary Celebratory Event. With a volunteer history of great scope and depth, including service with the Governor’s Commission on Aging and chairing numerous community events, her community ties currently include service on the Catalina Island Conservancy Board, where she is co-chair of the 2008 Conservancy Ball, and is the founder of the Francis Parker Grandparents Council. Jane was honored as United Way Volunteer of the Year, March of Dimes Mother of the Year, Junior League Sustainer of the Year and the San Diego Woman of Dedication. She earned a bachelor’s degree from Stanford where she was elected to Cap and Gown, an honorary scholarship and leadership organization.

William (Bill) K. Geppert
Vice President and Region Manager, Cox Communications
Bill brings vision and charismatic leadership to his role as Chair of Endow San Diego as well as to The Foundation’s board. With almost 30 years of experience in the communications industry, he has headed Cox Communications’ San Diego system since 1996. Bill is past chairman of the San Diego Regional Economic Development Corporation and currently serves on its board. He also serves on the boards of The Campanile Foundation and the University of San Diego, and is past chair of the San Diego Regional Chamber of Commerce and the California Cable & Telecommunications Association. Bill has received numerous honors including the National Cable & Telecommunications Association national leadership award, the San Diego Business Journal Businessperson of the Year, YMCA Civic Leader of the Year, and the Union of Pan Asian Government’s Courageous Leader of the Year award. He received his BA in social science from University of South Florida in Tampa and has completed Stanford’s Executive Program.

Thomas Hall
Partner, AlbertHall & Associates LLC
With over 30 years in the San Diego arts community as a consultant, nonprofit arts administrator, teacher and commercial producer, Tom contributes a wealth of experience and expertise to The Foundation and its Arts & Culture Working Group. In addition to 20 years as the Managing Director of San Diego’s Tony Award-winning Old Globe Theatre, he has produced numerous plays and musicals on Broadway and London’s West End, has served as president and vice president of the League of Resident Theatres and on a number of public boards and commissions, including the California Arts Council, National Endowment for the Arts, and San Diego Commission for Arts and Culture. An honors graduate from the University of California, Tom is certified by the Institute for Cultural Affairs in group facilitation and organizational planning, and is a founding member of the American/Soviet Theatre Initiative and the Fieldstone Leadership Network.

Douglas (Doug) G. Hegebarth
Entrepreneur and Business Leader
With over 30 years of business and technology leadership in San Diego, Doug brings a wealth of experience and energy to the Board of Governors. Beginning with a successful 18-year career at SAIC, he has continued building his expertise by creating, operating, and rescuing a number of Internet and software companies. In addition, Doug provides strategic consulting and mentoring to emerging technology companies throughout San Diego. Doug is currently Chair of the Organizational Success Program Working Group as well as a member of the Strategic Planning Committee. Doug is a volunteer member of the Executive Mentor program for MBA students at the UCSD’s Rady School of Management which was created for developing students into future leaders for innovation-driven organizations. Doug is a member of various business and technology associations, most notably the Corporate Directors Forum. He earned his bachelor’s degree in Business Administration and Computer Science from National University.

Craig Irving
Principal, Irving Hughes
Craig Irving is a native San Diegan who lives with his wife and five children in Point Loma. He is Principal and Founder of Irving Hughes and a co-founder and Chairman of the Board of the local high-tech firm Confirmnet Corporation. Craig has been a board member or active fundraiser for many local organizations, such as the San Diego League, Children’s Hospital, Child Abuse Prevention Foundation, Senior Community Centers, Vista Hill Foundation, Neighborhood House, Paralyzed Veterans Association, Downtown San Diego Partnership, Sports Industry Council, San Diego Commercial Association of Realtors, and Lambda Alpha International. He’s a member of the Rotary Club 33 and the City’s Science and Technology Commission. He currently serves as president of the San Diego Police Foundation and the San Diego Chapter of YPO.

Conny Jamison
Former San Diego City Treasurer
Having served 20 years as City Treasurer, managing collection and investment of over $1 billion annually and trustee of a $3 billion pension fund, Conny is past chair of The Foundation’s Investment Committee and serves on the Executive Committee and Environment Working Group. She was president of the California Municipal Treasurers Association and was elected to the board of the Government Finance Officers Association of the U.S & Canada. Her financial management and board leadership skills currently support various community businesses and organizations, including Neighborhood National Bank, the San Diego Kiwanis Club and its Foundation, and the San Diego Hospice Planned Giving Committee. She is also a director of EdFund, a State of California nonprofit subsidiary of the California Student Aid Commission. With all coursework completed toward a doctorate in economics from the University of California at San Diego, Conny also holds a master’s degree from San Diego State University and a bachelor’s from Occidental College.

Jerome (Jerry) S. Katzin
Retired Investment Banker
A retired investment banker from Kuhn, Loeb & Co. and its successor firm, Lehman Brothers, Jerome brings to The Foundation’s Investment and Executive committees a strong leadership background and a deep commitment to the San Diego community. Important past posts include president, UCSD Foundation; president, Board of Education in Great Neck, NY; board member of QUALCOMM and of the Price Company; and senior staff of the US Securities and Exchange Commission. Former president of the Jewish Community Foundation and a director of the San Diego Symphony Board, he also serves as a trustee of the UCSD Cancer Center Foundation and of the UCSD Board of Overseers, and on the advisory board of the Rady School of Management. A Revelle Medalist from UCSD, Jerome has a BA and JD from the University of Chicago.

Denise Lew, Ph.D.
Senior Licensing Officer, University of California, San Diego
Technology Transfer & Intellectual Property Service
With over 20 years’ experience in molecular biology and gene therapy as a researcher in the local biotechnology industry and in business development of university technologies, Denise provides both scientific expertise and business leadership to The Foundation’s Science and Technology Working Group, which she chaired for two years, and the Community Partnerships Committee. She is a founding member of the San Diego Women’s Foundation, and her women’s advocacy touches San Diegans through board service to the Girl Scouts San Diego-Imperial Council, in addition to participation in other women’s professional organizations such as Athena. Having earned her doctorate in biochemistry from the University of Illinois, she was a National Institute of Health-funded Postdoctoral Fellow at the Salk Institute. Denise promotes the commercialization of cutting-edge life-sciences technologies by licensing UCSD inventions to companies and managing UCSD’s intellectual property.

Paul I. Meyer
Retired Partner, Latham & Watkins LLP
A graduate of Harvard College and Harvard Law School, Paul is a retired partner at Latham & Watkins LLP, where he focused on real estate law and finance and served on his firm’s global Executive Committee. Repeatedly named as one of The Best Lawyers in America over the course of his career, Paul was the attorney for many prominent real estate projects in California and beyond, including Petco Park, the Omni Hotel, One America Plaza and the San Diego Police Headquarters projects in downtown San Diego, the Staples Center development in downtown Los Angeles, the San Diego Padres Spring Training Facility in Peoria, Arizona, and the Desert Mountain development in Scottsdale, Arizona. Before settling in San Diego, Paul served three years on active duty as a captain in the US Marine Corps Reserve. A former president of the Old Globe Theatre, the La Jolla Chamber Music Society and the American Jewish Committee, Paul is the Immediate Past Chair of the Foundation’s Balboa Park Advisory Board and current chair of the San Diego Charitable Real Estate Fund.

Barry I. Newman, Esq.
Retired Banker and Attorney
Barry has actively practiced law for the past 18 years, after a 27-year career in banking and financial services, and remains an active member of the California and New York State Bars and a Judge Pro Tem for the San Diego Superior Court. He brings extensive experience to The Foundation’s Audit, Community Partnerships and Executive committees, its Charitable Real Estate Foundation Board, and its North County Inland Civic Alliance. Barry has previously served as chair of the Health and Human Services Working Group. In addition to serving as a current member and past president of the County Civil Service Commission, he is vice chair of the Escondido Planning Commission, and chair of the San Diego County Treasurer Oversight Committee. He has held numerous positions in the nonprofit community focusing on government and organizational efficiency, including past president of the San Diego County Taxpayers Association. Barry is also the first vice president on the Episcopal Diocese Corporation Board of Directors. He previously served as chairman and CEO of the Security Pacific Finance Group and as senior executive vice president and chief lending officer of Great America Bank. He received his bachelor’s degree from Alfred University and his J.D. from New York University School of Law.

Hollyce J. Phillips
Community Leader
Hollyce brings more than 20 years experience in the world of television and communications to her philanthropic work in the San Diego community. She is a founding member of the board of directors for the Carlsbad Charitable Foundation (“Endow Carlsbad”) and serves as the chair of their grants committee. Hollyce is on the board of directors for the Girls Scouts San Diego-Imperial Counties, having chaired their major fundraising “Urban Campout” event in 2004 and 2005. Hollyce is a member of The San Diego Women’s Foundation and serves as a member of The San Diego Foundation’s North County Coastal Civic Alliance. Hollyce has a bachelor’s degree from Stanford University and did Masters work at the University of Minnesota Graduate School of Journalism. |

Steven R. Smith
Dean and Professor of Law, California Western Law School
Guided by a deep belief in the importance of civic engagement, Steven joined The Foundation’s Civil Society Working Group in 2001 and has served as chair since 2004. Steven was appointed Dean of California Western Law School in 1996, following eight years as Dean at Cleveland-Marshall Law School. He is committed to educating “lawyers who will contribute to improving the lives of their clients and the quality of justice in our society,” and has received awards for innovative teaching, research and distinguished service. He is former deputy director and remains active in the Association of American Law Schools and in the American Bar Association, as a member of the Council, and is the past chair of the Section of Legal Education and Admissions to the Bar. Steven received his BA from Buena Vista College, MA and JD (Order of the Coif) from University of Iowa.

Barbara A. Sawrey, Ph.D.
Associate Vice Chancellor -- Undergraduate Education, UC San Diego
Barbara’s previous positions include Co-Director, Doctoral Program in Mathematics and
Science Education and Vice-Chair for Education in the Department of Chemistry & Biochemistry. Barbara is a recipient of UC San Diego Academic Senate Distinguished Teaching Award, an Alumni Excellence Award, and the American Chemical Society Award for Encouraging Women in the Chemical Sciences. She has been a faculty member in Chemistry & Biochemistry for 25 years, and has been active locally and nationally in the American Chemical Society. Prior to receiving her Ph.D. jointly from SDSU and UC San Diego in 1983, she was an industrial chemist in Jacksonville, Florida. |

Carisa M. Wisniewski, CPA
Partner, Moss Adams LLP
Carisa brings nearly 20 years of public accounting audit experience to her current leadership role as vice chair of The Foundation’s Finance Committee. She was a founding board member of the San Diego Foundation Regional Disaster Fund and was actively involved during the wildfires in October 2003. Her foundation involvement extends to the Science & Technology Working Group. Prior to joining Moss Adams as a partner, she took on a variety of roles at one of the largest international public accounting firms including audit partner and national energy partner. She has extensive experience auditing public companies and emerging life science and technology companies. Carisa is the leader of the Technology and Life Sciences Practice for Moss Adams, and is a founding member of the joint committee of the FASB and AICPA for Private Company Financial Reporting. A member of the California Society of Certified Public Accountants and the American Institute of CPAs, Carisa earned a bachelor’s degree in accounting from California State University at Fullerton.

John D. Wylie
Co-founder, CapitalWorks Investment Partners LLP
With over 25 years in the investment industry, John brings his financial management expertise and community service values to The Foundation as vice chair of the Investment Committee and as a member of the Scholarship Selection Committee. Prior to co-founding CapitalWorks, he was president of Nicholas-Applegate Mutual Funds, chief investment officer of the Investor Services Group, lead portfolio manager of the Fund’s Growth Income team, and he worked with the Metropolitan Life Insurance Company for several years. John’s financial expertise and care for the community extend to charitable giving and support of organizations in San Diego helping to preserve the environment, enhance civic pride, assist cultural development and further scholarship opportunities. He holds a bachelor’s degree in American studies and graduated cum laude from Amherst College.

James (Jim) Ziegler
Community Volunteer
A community leader with over 25 years experience of banking throughout California and as a small business owner, Jim contributes his expertise to The Foundation's Executive Committee, the Civil Society Working Group, and The San Diego Regional Disaster Task Force. His leadership extends to current service on the board of AIDS Foundation San Diego and as a member of The San Diego HIV Funding Collaborative housed at The Alliance Healthcare Foundation. Previous community affiliations include board service for the La Mesa Chamber of Commerce, Mission Beach Precise Planning Board, Diversionary Theatre, El Cajon Boulevard Businessmen's Association, and The San Diego Lesbian Gay Bisexual and Transgender Community Center for which he became board chair in 2000. Jim earned his bachelor's degree from Miami University in Ohio, and is a U.S. Navy Viet Nam-era veteran.
